The mean trough/jetstream position is farther south than normal for the Eurasian continent. As such, air from Arctic gets pushed south to mid-latitude areas and is seen as colder than normal. Since nothing operates in vacuum, the air that replaces the Arctic air that was pushed south has not yet cooled to normal Arctic temperature, hence is seen as warmer than normal.
What do you think the explanation is for the warm temps in the northern most Eurasia regions, while the mid continent is colder?
